The much awaited Renewable Energy Target (R.E.T.) review has been released and a summary can be viewed here. In many ways the review comes as little surprise to the solar industry who have been very vocal in raising the potential risks for the solar industry in terms of potential job losses and business closures should the R.E.T. be scrapped or changed significantly.
WHAT THE REVIEW STATES IN RELATION TO SMALL SCALE SOLAR
The (SRES) or 'Small-scale Renewable Energy Scheme' has been the driver of solar uptake in Adelaide over the last few years and creates the 'mechanism' for essentially 'subsidising' the cost of a solar system installation. Potential changes to the SRES are closely watch by the solar industry. The R.E.T. review states, in relation to the SRES the following:
"Options for reforming the Small-scale Renewable Energy Scheme (SRES)
Small-scale renewable energy systems supported by the SRES generated or displaced around
6,400 GWh of electricity in 2013, which is above the original expectation for the SRES of
achieving a minimum of 4,000 GWh of annual generation by 2020. Based on information
provided during the review, the Panel considers that the significant cost reductions of
small-scale solar PV systems combined with the increase in retail electricity prices means that
the small-scale renewable energy industry is becoming commercially viable. Additionally,
the cost of the CO2 -e emissions reductions achieved by the SRES is very high, in the order of
100-200 per tonne and at least two or three times that of the large-scale scheme.
Given these factors, the Panel considers that there is a strong case for winding back the SRES,
through either closing the scheme immediately or accelerating the phase-out of the scheme.
Modelling indicates that repeal of the SRES would have an immediate effect of reducing the
install rates of rooftop PV by at least 30 per cent and the number of solar water heaters by
around 16 per cent. However, by the early 2020s, the rate of small-scale solar PV systems
installed each year would recover to a rate similar to that if the SRES was left in place."
COMMENTARY
It is interesting to note the modelling claims that solar installations would decrease by at least 30 percent should the SRES be scrapped. Prices for solar systems would possibly increase by around 70 cents per watt meaning substantial short term price hikes to a solar system installed in Adelaide (and around the nation generally). The report indicated that long term, the rate of installations will essentially 'revert to the mean' or slow significantly but then recover.
PAY BACK PERIODS FOR SOLAR SYSTEMS WOULD INCREASE
Obviously if solar systems prices rise should the SRES go, then system prices will increase and the 'payback period' meaning the time that the savings on power bills take to recoup the installation cost of the solar panels system, will increase. What a 'new' payback period would look like is dependent on the size of the solar system (1.5Kw, 3Kw, 5Kw etc), your pattern of electricity usage, how much of the solar energy produced by the system is used in the home and how much is exported back onto the grid etc. Estimates of payback period should the SRES be removed and solar system prices increasing range from 4 to 8 years. Solar systems should work reliably and produce at least 80 percent of their rated power, for around 25 years. This is obviously dependent on purchasing quality solar panels, solar inverter and getting a 'quality' solar company to not only do the installation, but provide back up should it be required. Given a 'life expectancy' of 25 years for a quality solar system, even a 7 or 8 year payback period looks reasonable. Should electricity prices in South Australia increase, then the 'payback period' decreases.
WE AWAIT THE GOVERNMENTS RESPONSE TO THE RENEWABLE ENERGY TARGET REVIEW
Tony Abbott today (29 August 2014) said that the government would study the R.E.T. review before making any decision over the 'next few weeks'. We will watch with interest. It is possible that people who have been thinking about installing solar systems may move now to get the system in a 'preemptive' move against possible price increases should the SRES be scrapped.

Are Electric Cars Better For The Environment
One study recently by the publication known as Environmental Science & Technology concluded electric vehicles may actually be more harmful than gas vehicles, at least in China, the most populated country in the world.
Christopher Cherry, an assistant professor of civil and environmental engineering at University of Tennessee along with some of his colleagues concluded electric vehicles pollute the air more than gas vehicles because of how the electricity is generated. About 85 percent of China's electricity is created via fossil fuels, and about 95 percent of that is created via coal.
"The study emphasizes that electric vehicles are attractive if they are powered by a clean energy source," Cherry said to Eurekalert. "In China and elsewhere, it's important to focus on deploying electric vehicles in cities with cleaner electricity generation and focusing on improving emission controls in higher polluting power sectors."
Since not all of our electricity in the United States is produced the same way it is in China, it'd be interesting to hear how much better or worse people think electric cars are in America as opposed to China.
The Chinese government is still working to add more sources of electricity, and if that happens, electric cars could possible improve significantly.SIMILAR POSTS:

Community Bribes To Host Nuclear Are One Fifth Those For Wind Farms
The Government is rigging the energy market after its announced nuclear power would pay five times less than wind energy in community benefit.
Ministers announced yesterday that communities around eight sites (Hinkley Point, Sizewell, Wylfa, Oldbury, Sellafield, Bradwell, Heysham, and Hartlepool) in England and Wales could be in line to receive benefits - otherwise known as bribes - worth up to lb1000/MW over 40 years from when and if nuclear power stations sited there begin operating.
The founder of leading renewable energy supplier Ecotricity, Dale Vince, said: "This is a further move by the Government to rig the energy market against renewables in favour of nuclear and gas. Nuclear power is already being fast-tracked through the planning system and today they've announced nuclear will pay a fraction of the community benefit paid by wind power."
On July 6 the Government announced that onshore wind farms should pay lb5,000/MW in community benefit - an increase of five fold. At that time Mr Vince said: "Will we see the same logic being applied to the new generation of gas plants and nuclear power stations? This is a slippery slope."
Dr Doug Parr, Chief Scientist at Greenpeace UK, commented: "Whilst wind farms and even shale gas developers have to pay community benefits, only nuclear stations will get a fat taxpayer subsidy to fund them.
"Our entire energy policy is now absurdly distorted by the desperation to prop up EDF's faltering Hinkley C project, with the government piling the costs onto the taxpayer to avoid the embarrassment of admitting they backed the wrong technology. We can't go on like this."
Dale Vince added: "This shows the Government's approach to energy policy. Firstly, to fast-track planning for nuclear and gas; secondly, allowing nuclear to pay community benefit that's one fifth the cost burden of wind power; and thirdly, the new mechanism of financial support (Contracts for Difference), which it's widely believed will be two to three times higher for nuclear when compared to onshore wind.
"When you put those three parts together it shows an energy market being rigged. The Government shouldn't be picking winners in the energy industry, they should be providing a level playing field for competition. Are they really saying the impact of nuclear power in one fifth that of wind power?
"After 25 years, windmills are removed and the land returned to nature. The impact of nuclear power remains for hundreds of years and those sites will stay radioactive and never be safe."
The Government is clearly only thinking short term. What happens after 40 years is up and the site is radioactive?
Its motivation is the expected creation of employment, which it estimates as "up to 40,000 jobs in the sector" but crucially "at its peak", ie during the construction phase.
Its nuclear industrial strategy sets out the basis for a long-term partnership between government and industry to exploit those opportunities.
But communities hosting nuclear sites will be left with the toxic legacy long after these benefits have been forgotten.

The US could replace all its cars and trucks with electric cars powered by wind turbines taking up less than 3 square kilometres - in theory, at least. That's the conclusion of a detailed study ranking 11 types of non-fossil fuels according to their total ecological footprint and their benefit to human health.
The study, carried out by Mark Jacobson of the atmosphere and energy programme at Stanford University, found wind power to be by far the most desirable source of energy. Biofuels from corn and plant waste came right at the bottom of the list, along with nuclear power and "clean" coal.
The energy sources that Jacobson found most promising were, in descending order:
o Wind
o Concentrated solar power (mirrors heating a tower of water)
o Geothermal energy
o Tidal energy
o Solar panels
o Wave energy
o Hydroelectric dams
To compare the fuels, Jacobson calculated the impacts each would have if it alone powered the entire US fleet of cars and trucks.
He considered not just the quantities of greenhouse gases that would be emitted, but also the impact the fuels would have on the ecosystem - taking up land and polluting water, for instance. Also considered were the fuel's impact on pollution and therefore human health, the availability of necessary resources, and the energy form's reliability.
"The energy alternatives that are good are not the ones that people have been talking about the most," says Jacobson.
"Some options that have been proposed are just downright awful," he says. "Ethanol-based biofuels will actually cause more harm to human health, wildlife, water supply, and land use than current fossil fuels."
Biofuel concerns
Jacobson says it would take 30 times more space to grow enough corn to power the US fleet than would be needed to erect enough wind turbines, while bioethanol would produce more greenhouse gases than wind power.
Biofuels have received a considerable amount of political backing in recent years with the US and Europe setting targets to phase in their use and gradually replace oil.
Energy and wildlife experts have expressed concerns about biofuels and the EU last year appeared to reconsider its position.
Nuclear is another energy source whose merits have been debated by European and US leaders alike in the past 12 months. "It results in 25 times more carbon and air pollution than wind," says Jacobson. Half of those emissions are caused by the time it takes to plan and build a nuclear power plant - time during which fossil fuels have to be burnt for energy.
"Clean" coal - the process of burning coal then capturing the emitted carbon dioxide and storing it underground - is another political favourite. Jacobson's calculations show that building and using enough clean coal power plants would emit up to 110 times more carbon than building and using wind turbines only.
Focused efforts
"The philosophy that we should try a little bit of everything is wrong," says Jacobson. "We need to focus on the technologies that provide the best benefit. We know which these are."
Jacobson acknowledges that politicians are calling for a massive jobs programme to pull the economy out of recession, but says investment in renewable energy is one way to do that.
"Putting people to work building wind turbines, solar plants, geothermal plants, electric vehicles, and transmission lines would not only create jobs but also reduce costs due to healthcare, crop damage, and climate damage - as well as provide the world with a truly unlimited supply of clean power," he says.
Jacobson presented his results to the chairman of the Senate energy and Natural Resources Committee in October last year. They are published in Energy and Environmental Science this month (DOI: 10.1039/b809990c).

I know that Ontario's manufacturing base has been devastated by this recession and that people need JOBS, i was thinking of getting retrained for something new too, then I heard that everyone who got laid off from factories are now working installing solar power farms (WIND turbines and solar panels). Is this true, are the tens of thousands of unemployed people now working in renewable ENERGY projects like solar and WIND power ?
Are these new careers (WIND turbine installer / solar panel installer ) the answer to North America's unemployment problem? Will millions and millions of people soon be installing solar panels and WIND turbines EVERYWHERE?
When you wake up and walk out of your house and head off to work / school, how many hundreds / thousands of solar panels / WIND turbines do YOU see during the day ?

No. Canada only has a population of 34 million people, you won't get 5% of the population employed making wind turbines or solar panels. Ontario Hydro One only has 5,400 employees. Even large construction projects such as stadiums only have a few thousand workers on it at any one time.
Further, solar power is pretty useless in Canada. It's distance from the equator makes it highly inefficient, few places in Canada get much sunlight other than the summer months, and most places receive extreme weather which ruins solar panels quickly. Likewise, most parts of the country (other than the coasts) do not have steady winds.
Sunlight (at the equator) produces about 120W per square meter. At 50 degrees north it is around 60W. The best solar panels are barely 10% efficient. That is 6W per square meter. A typical house consumes 8,900 kilowatt-hours of power per year or about 25kWh per day. You'd need an area of 35m x 35m to power a single house. (Assuming 8 hours of sunlight per day, no clouds or rain, 100% efficient batteries for night time power, ignoring the energy to make and maintain the solar panels, power loss in transmission, etc.) That is a football field sized area just to get power to one house.
When I walk outside my house I see clouds and grey. In a few weeks, I'll see snow, frost, and sleet driving down on the ground.

I'm interested in this field of work. I know very little about it. I am interested in knowing What is in a day of work and how much someone gets paid to do it. I am a wind turbine tech. Techs start between 14.00 an hour and 20.00 an hour. The top out on the pay scale is somewhere over 30 an hour. It depends alot on whom you go to work for, i.e. An OEM (GE, Siemens, Vestas, Clipper, Mitsubishi, etc) a contactor (Granite, EMS, OTT, etc), or an owner (FPL, Iberdrola, Outlands, Noble, Invenergy, Babcock and Brown, Edison Power, etc). Wind is a very odd business, it is not uncommon for a site to have personnel from 2 to 8 different companies on it at the same time. This depends on the scope of the contract that the owner signed with the manufacturer (OEM) when they bought their turbines.
Here are some examples:
There are personnel from 2 companies on the site I work at most of the time. There is 1 person that works for the owner, and 5 of us that work for the OEM. We have a 5 year contract to operate and maintain (O&M) this site. The customer is responsible for balance of plant, (BOP). BOP includes the transformers that are just outside the towers, the underground feeder lines, the substation, and the transmission lines that feed the power we produce into the power grid at the Utilities substation about 10 miles away. On a particular day in February, there were the following personnel on site: 1 owner representative, 5 OEM techs, 4 people from a crane company (with 2 cranes), 10 contractor personnel from Granite Services (brought in to do some work with the crane), 8 electricians working on a feeder fault for the owners, and 6 people from the local utility working in the substation. See what I mean?
Another example. A freind of mine works at another site where they have a Warrenty only contract. So, they have 6 or so people that fix any warrenty problems with the turbines. The owners are providing their own people for O&M and BOP. Sounds easier right? Not exactly. If a turbine goes down, the O&M guys have to go out and work on it for 2 hours before calling the Warrenty guys to fix it. You still have the same amount of people running around at different times.
As for what a wind turbine tech does, that again depends on who you hire with, and what their contract is. An O&M tech does all routine maintenance on the turbine, change the filters, grease the machine, clean it, check the torque on the bolts, and the 1st 2 hours of troubleshooting on any problem that comes down. If you are an OEM O&M tech, you will do all the troubleshooting and repair of the turbines in addition to all the maintenance. If you are a contractor, you will do whatever it is that you are contracted to do, oil changes, crane work, retrofits, etc. Almost anything you do on wind turbines will be in metric since they are mostly designed in Europe.
1 thing you need to keep in mind. These towers are 65 to 100 meters (213 to 328 feet) tall, with the average being around 80 meters (262 feet). Most of them just have a ladder that goes up the inside, bottom to top. There is no elevator or manlift in them. It is a lot of work getting up that ladder. I have said since I started that the hardest part of the job is just getting up the tower. About 75% of the work to be done will be up tower. You will also be working in all different weather conditions (hot, cold, rain, snow, etc.) and you will be on call at least part of the time, so it is possible that you will be working at any time including the middle of the night. Wind sites are usually located in remote areas, so road conditions, traffic, and wildlife are all hazards of the job. Wild life includes: yellow jackets, snakes, badgers, coyotes, deer, elk, moose, cattle, you name it. Contrary to popular belief, birds thrive amongst the turbines. On my site we have: Blue birds, Red tailed hawks, owls, bald eagles, grouse, quail, pheasants, and many others.
All in all, it is a great job. You will stay in shape, make a good wage, work in a challanging job, and get to do something for the environment.

Westby Wind Energy Project Stalled
The Westby Wind Energy project, which has been in the works for over three years suffered a set back recently as Eco-Energy and WPPI try to solicit new backing for the project after a number of the major players were forced to scale back their investments due to the nationwide economic crisis.
According to Westby Public Works Director Gregg Hanson, Westby Utilities and it's power supplier, WPPI Energy, have a vested interest in continuing to pursue and construct the proposed wind turbine project in the city of Westby, but stressful economic times have temporarily stalled the local project.
"Wind energy is one of the cleanest forms of electric power generation and it has the potential to generate a significant amount of energy for WPPI Energy member communities. Planning and rezoning conditional use permits have been secured for the project and even though project discussions are continuing, current economic conditions will play a large role in determining the projects next step," Hanson said.
The initial Westby wind project involved the construction of three, 400 foot tall, wind generated turbines at a cost of 3-4 million dollars per unit, with construction of the wind turbines to begin in 2009-10. The 4.5 megawatt wind turbines would have been constructed on the west edge of the city, near the high school track field and the Westby Cooperative Creamery lagoons, on city property and land owned by Glen and Madeline Stalsberg, whose farm was earlier annexed into the city from the town of Christiana.
It was anticipated that the Westby wind turbine project would have generated wind energy equal to 50-percent of the cities annual energy consumption. Energy produced at the Westby site would have interconnected with grid through the substation on Black River Avenue. The wind energy produced would have been sold to the grid and helped to offset the growing cost of utilities for all WPPI costumers, including city of Westby residents.

Indian Solar Industry Wary About Us Clean Energy Funding

IN BRIEFThe Indian solar industry is circumspect about the competitiveness of funds to finance renewable energy (RE) projects promised by US President Barack Obama during his recent visit to New Delhi. Also, the US-manufactured solar equipment including photovoltaic (PV) cells and modules is costlier compared with that procured from China and south-east Asia, say some experts in the sector, including Indian Renewable Energy Development Agency (IREDA), which is supposed to facilitate US private sector investment in Indian clean energy projects.

President Obama on 26 January committed US2 billion by the US Trade and Development Agency (USTDA) for developing clean energy projects in India. This commitment is in addition to a US1 billion guaranteed loan from Export-Import (EXIM) Bank of the US, which was announced in November last year to finance the export of US-made components to India. However, industry is likely to import very little, even with the cheaper financing.
Though the US government provides long-term project financing for their equipment at low cost, after adding up the hedging costs, diligence costs and strict compliance scheme costs of US EXIM, which is 8-9%, the overall rate of interest is comparable with what Indian institutions give, said Ketan Mehta, director, Rays Power Infra. Over and above this, there is a higher equipment cost without any significant increase in output.
India has substantially revised its solar energy target of achieving 20 GWe of capacity by 2022 to 100 GWe. It plans to install 60 GWe of wind power capacity by then. Both goals would require around US150 billion of investment from domestic as well as foreign sources. The government plans to float five funds of US5 billion so that they can promote the clean energy projects at an interest rate of less than 10%.
India currently imports most of its solar devices, including PV cells and modules, from China and Malaysia due to their competitive pricing. US-based SunEdison announced this month its plans to build a US4 billion solar PV manufacturing facility in Gujarat in a JV with Adani Enterprises. Also, First Solar, which builds large solar parks mainly for utilities, is exploring an opportunity to set up manufacturing operations in India. In the case of wind power, the domestic industry is self-reliant in terms of technology and manufacturing capacities.
Chinese manufacturers have a strong presence in India's solar energy market and offer similar funds for their supplies. However, for some specific technologies like thin-film, US suppliers have been able to capture a substantial share in market and the cost is also competitive. Therefore, American suppliers need to become competitive in terms of total delivered cost compared with Chinese equipment manufacturers to boost uptake in the Indian solar energy market, say industry experts.
Meanwhile, the US embassy said that the details of the financing for clean energy projects announced during the President Obama's visit still have to be worked out, but are confident that they will make world-class US technology attractive and competitive for the Indian market. At a time when capital is likely to be a constraint for scaling up the solar power to 100 GWe, the announcement from the US to make over US4 billion investments in clean energy projects has been widely welcomed.
