Since yieldcos return most of their cash to shareholders, they can only increase their dividends by issuing stock or raising debt to buy new facilities. While many yieldcos have a "Right of First Offer" (ROFO) on the renewable facilities developed/owned by their sponsor companies, these ROFOs do not confer the right to buy these facilities at below market prices. This competitive market means that no yieldco will be able to acquire new renewable facilities at prices substantially below the others, and so their cash flow and dividend per invested dollar will be capped. Hence, the current 10-15% annual growth in dividends that investors expect from yieldcos can continue only as long as investors are willing to provide yieldcos with cheap capital by accepting the low 3-4% dividends currently on offer from many yieldcos. When the music stops, all yieldcos will be revalued based on more reasonable future dividend growth. This should have little effect on today's high yield yieldcos (such as TransAlta, Capstone, and Hannon Armstrong) but could cause the stock prices of yieldcos with high expected dividend growth (NYLD, NEP, and TERP, for instance) to fall substantially.

A giant Chinese solar energy firm, originally based on Australian technology, plans to close its local research arm amid concerns about the future of renewable energy in the country.

Suntech, founded by Australian-trained former "Sun King" billionaire Shi Zhengrong, will next month close its Suntech R&D Australia unit with the loss of about a dozen jobs.

The company, now owned by a Hong Kong solar tycoon Cheng Kin Ming and renamed Wuxi Suntech, said in May it invests more than 3 million a year in Australian research and development.

"Suntech wants to continue a relationship with Australia, but it no longer makes the same sense to keep a research team [here]," Renate Egan, managing director of the Sydney-based R&D unit, said.

Dr Egan said Wuxi Suntech recently announced a plan to consolidate most research activities at its base in China. The Abbott government's signals that it will cut the national renewable energy goal also reduced confidence about future opportunities.

"Clearly the market's not going to grow here," Dr Egan said, referring to large-scale projects.

The government is yet to release the recommendations of its hand-picked panel reviewing the Renewable Energy Target. Clean energy investors fear the panel, headed by former Caltex chairman and climate change sceptic Dick Warburton, will back a cut of the current goal of supplying 41,000 gigawatt-hours of renewable energy by 2020 - if not scrap it entirely for new entrants.

Hui Wu, director of global marketing for Wuxi Suntech, said the unit's closure would "not change our continued focus and commitment to the Australian market".

"We have more than 6 million committed to projects with [the University of UNSW] until 2018 and we are constantly seeking further opportunities," Mr Wu said.

Richard Corkish, chief operating officer of the Australian Centre for Advanced Photovoltaics at the UNSW, said the loss of the Suntech unit could see significant talent head overseas.

"We hope as big a fraction as possible [of the researchers] can remain in Australia," Dr Corkish said, adding that there has "not been too much good news" lately for the industry's outlook in Australia.

While Australia continues to conduct world-leading research into aspects of solar PV research - such as UNSW's work on increasing the productivity of solar panels - the level of support is likely to shrink because of government cutbacks, Dr Corkish said.

The Australian Renewable Energy Agency currently provides grants for UNSW, Monash University and other institutions.

However, the Abbott government has vowed to scrap the agency and is expected to try again in the Senate next week. Its first attempt was foiled by new Victorian senator Ricky Muir, who voted with Labor, the Greens and the Palmer United Party to block the move.

While the potential loss of research funds and the exit of Suntech will dent the ability to create further breakthroughs in Australia, Dr Corkish said the flow of undergraduate students into renewable energy fields will also dwindle if the industry stalls.

Prospective students "will look with some trepidation at the current job prospects in Australia," Dr Corkish said.

While Australia's take-up of renewable energy may be about to slow markedly, other nations are likely to press ahead.

A research report out this week by investment giant UBS estimates solar panels combined with storage are likely to be competitive with conventional power grids by 2020. Battery prices are likely to halve by the decade's end - and continue to fall - giving the solar-storage combination a payback period of six to eight years by then.

Delaware's environmental advocates learned a great deal during the successful fight to bring offshore wind power to Delaware. We learned to work more closely together, and we developed an appreciation of the importance of economic analysis in reviewing environmental policy.

The public discussion about energy reflects a changing understanding of the interplay between our economic interests and environmental interests. The conventional wisdom that the public's environmental interest is in conflict with the public's economic interest is out of date. Instead, policy makers and the public are coming to understand that our economic and environmental interests are closely aligned.

I would like to cite three brief examples of how economic analysis can be used in support of sound renewable energy policy:

1. Health costs

Governor Markell has asked the Department of Natural Resources ">These costs are considerable. Delaware's Medicaid budget exceeds one half of one billion dollars; so health costs can hardly be considered to be incidental to a public discussion on energy policy.

2. Fossil fuel scarcity

As we learned in the debate over wind power, long term scarcity of fossil fuels will make renewable energy more attractive over the long term. And, when the costs of carbon emissions are factored into the costs of burning fossil fuels, renewable energy sources look more economical in comparison.

3. Economic opportunities

Finally, we are just becoming aware of the ways the burgeoning field of renewable energy offers new economic opportunities just when we need them. Nancy Floyd of Nth Power, a firm that invests in new energy technologies, has compared the clean energy business to the computer industry when the Macintosh came out in 1984. Who wouldn't want a piece of that?

Finally, as to whether there may be some tension between promoting green industry and the old fashioned work of environmental protection, I do not see such a tension.

A thorough regulatory regime should capture all the costs and benefits of clean and dirty enterprises, making it easier for green industries to compete. Lax regulation of polluters is a form of subsidy. A polluting industry may show a profit to its investors, but generate costs that don't show up on its books.

For instance, it has been estimated that capturing carbon from coal plants will increase costs at least 20 percent. Once coal power plants are required to take on those costs, either through new technology or a cap and trade system, the net costs and benefits of clean power look much more attractive. Seen in this light, attracting green industry requires that we not subsidize polluting industry through lax regulation.

In summary, we see a firm commitment to renewable energy as having multiple benefits to Delaware's economy in terms of health costs, energy costs and economic opportunities.
